I'm not sure...

I think the line item veto only applies to monetary authorizations.

I'll say the same thing I said in <lj user="ottercat">'s journal...

Oh, I *so* hope that he does veto it!

And I hope that it's the final straw and gives the American public a *clue* about this guy.

Politically it would be enormously stupid for him to veto it - as it will look like he's condoning torture and it will slow up defense funds, and it is terribly unlikely to prevent the bill from being enacted since the vote is 90-9. They only need 75-25 to pass it without him when it goes back to the Senate.

So I hope that he does veto it. It might be just what we need to get the Republicans out of the White House, at least by next election.

75-25? I thought it was 2/3rds in both houses to override a presidential veto...

Sorry... I was thinking 2/3rds and my mind translated that to 3/4ths for some reason. It is, of course, 2/3rds, so it would be 67-33 (I believe) in the Senate.

I don't know that it's passed the House at all, but it seems a bit presumptious of him to be threatening a veto if it hasn't already passed the House as well, so I was just looking at the Senate numbers that were being quoted.

Actually, you spending bills are different...the house appropriates, the senate authorizes--so if a spending bill [such as "Defense Authorization"] passes the senate, you know that it has gone through both houses...spending bills are different from other bills, which can originate in either house.
